The Issue and Its Facts

Americans have always been a generous people, but government anti-poverty programs have failed to help the poor. They not only trap generations in dependence, they also prevent people from pursuing the American Dream.

During the Great Depression, America’s approach to helping the poor changed. Under President Franklin D. Roosevelt, America took up The New Deal – the largest government assistance ever. Lyndon B. Johnson then added his “Great Society” in 1964, expanding government’s role.

More than 50 years later, decades of data show the programs have had very little impact. In the years before the War on Poverty, from 1959 to 1966, the poverty rate dropped from 22% to 15%. Since then, despite spending over $20 trillion on government anti-poverty programs, the poverty rate is virtually unchanged.

Thinking Conventionally

Supporters of increasing government aid for poverty programs believe that these programs are the most efficient way to deliver aid to those in need. They believe that without these programs, the US poverty rate would be much higher today and point to the enormous investment in education and health care as positives.

Thinking Better

Government programs are largely unable to move Americans out of poverty not only because they create incentives to stay on welfare but also because they ignore the three biggest issues impacting poverty: education, employment and marriage.

Families headed by someone with less than a 9th grade education make $20,805 a year. Families headed by a high school graduate average $40,456 a year.

Likewise, married couples have a much lower chance of living in poverty and raising children in poverty. Single mothers have the highest likelihood of living in poverty – nearly half of children of single mothers live in poverty.

Solutions

How do we actually reduce poverty? Three solutions:

  1. Support pro-economic growth policies of low taxes and regulation
  2. Focus on early childhood reading levels – resulting in higher graduation rates
  3. Base public assistance programs on pro-work standards
